The Thriplow & Heathfield Neighbourhood Plan is currently in preparation. The plan will look at the development and use of land in the Parish during the period 2021 to 2041. The plan will contain polices which shape what development would be supported and will include policies which protect certain areas from development. If you have potential sites that are in and around the village, then please provide us (using the contact details provided at the end of this announcement) with the following details by 5pm on Thursday 8 October.
We are also seeking to identify sites in the Neighbourhood Plan where we would support the delivery of development. We would do this if sites were available which we consider could deliver sustainable development, and which are compatible with the vision for the area and evidence based studies such as the Thriplow and Heathfield Landscape Character Assessment Please note, the Thriplow and Heathfield Neighbourhood Plan is not able to allocate sites which fall within the green belt. This is a designation that is defined in the South Cambridgeshire Local Plan 2018 and any green belt proposals must comply with the polices in that plan. The benefit of allocating sites in the Neighbourhood Plan is that it will provide a greater degree of certainty to the Parish Council, parishioners, landowners and developers alike as to where development will come forward during the plan period 2020 to 2041. First we need to understand what sites would potentially be available for such development by local landowners. We are therefore making a call for sites. If you are a landowner and wish for your land to be considered for allocation in the Neighbourhood Plan, we are primarily looking for small sites which are appropriate in scale to the size of the existing settlement and which will be in keeping or complement the existing build form and pattern of development in the parish. We would also welcome details of land you may wish to see taken forward to provide wider community benefit. For example, this could be land and space for new community facilities or which could provide improved pedestrian connection between to the two villages. This assessment will result in a red, amber or green scoring. Sites given a red rating at that stage will be excluded from the site assessment process at this stage on basis of the site being unsustainable development. Site assessment stakeholder consultation For purpose of fact checking, the results of the site assessment will be shared with those who have submitted sites prior to final publication as well as key stakeholders. This will give landowners and developers and others an opportunity to comment on the accuracy of the findings of the site assessment process. Identification of Preferred Sites: The sites assessed as amber or green in the initial site assessment will then be considered against Neighbourhood Plan specific criteria. We need to proceed with the plan as soon as possible, so need to make a deadline on this call to sites of 4 weeks from time of issue, which will be Friday 9 October, 2020.
